Health care is deeply personal, which is why Zach always fights to put patients first. No matter their location, Zach believes that Iowans should have access to a health care system that offers more choice and more affordable options. He’s fought for lower drug prices, better treatment options, and more support for rural health care:

  • Zach fought for $50 billion for rural health care and delivered $209 million to Iowa this year, including $32 million for a cancer hub serving four southern Iowa counties.
  • Zach passed legislation through the House to crack down on the drug middlemen driving up what Iowans pay at the pharmacy. He voted for the bipartisan Lower Costs, More Transparency Act and introduced bipartisan legislation to make drug companies show their prices in advertising.
  • Zach secured the largest increase in the Community Health Center Fund in a decade, providing $4.6 billion for community health centers like the new River Hills center in Ottumwa that serve families across rural Iowa.
  • Zach secured more than $2 million for a new dialysis center at Wayne County Hospital, doubling its capacity so southern Iowans on the waiting list won’t have to drive 75 miles for treatment.
  • Zach passed the Lower Health Care Premiums for All Americans Act through the House that would lower premiums an average of 11 percent for Iowans who buy their own coverage.
  • Zach broke with his party as the only Iowa Republican to vote to extend ACA premium tax credits and prevent a premium spike for more than 100,000 Iowans in our communities.
  • Zach voted to pass the Protecting Health Care for All Patients Act through the House so federal health programs can’t put a lower value on care for Iowans with disabilities or chronic illness.
  • Zach introduced bipartisan bills to train more nurses and primary care doctors for Iowa’s hospitals and clinics, especially in small towns.
  • Zach fought to extend Medicare telehealth for Iowa seniors through 2027 and is leading the bipartisan Protecting Rural Telehealth Access Act to make it permanent.
  • Zach introduced the bipartisan HEALTH for MOM Act so a mom on Medicaid in an Iowa county with no OB has one place to go for her care.

As a member of the Agriculture Committee, he’s hosted dozens of open forums on the Farm Bill to ensure Iowans have a voice at the negotiation table. He will always fight for Iowa’s farmers and producers:

  • Zach proudly voted to send the Farm Bill to the House floor for a vote, and was able to secure 17 different bills included in the package.
  • Zach voted against drastic and harmful cuts to programs that Iowa farmers rely on to feed and fuel the country. 
  • Zach secured an extension for critical farm programs to support Iowa’s farmers and rural communities.
  • As a member of the Agriculture Committee, Zach has hosted more than 20 open forums in Iowa to inform his priorities for the Farm Bill.
  • Zach introduced the Reconnecting Rural America Act to improve rural broadband infrastructure nationwide.
  • Zach cosponsored legislation to protect Iowa farmers from the Chinese Communist Party (CCP).
  • Zach sent a letter to the EPA to implement year-round E-15, and cosponsored legislation to support E-15 use in vehicles nationwide.
  • Zach introduced the Increasing Land Access, Security and Opportunities Act to support young farmers.
  • California shouldn’t have a say in how we farm in Iowa. In response to Proposition 12, Zach cosponsored the Ending Agricultural Trade Suppression (EATS) Act which prevents states from regulating agricultural practices nationwide.
  • Zach introduced the bipartisan Protecting Farmers from Natural Disasters Act to aid farmers recovering from crop loss due to flooding and other natural disasters.
  • Zach helped pass year-round, nationwide E15 (H.R. 1346) through the House on May 13, 2026. E15 typically costs 20 to 40 cents less per gallon than E10 and is EPA-approved for more than 95% of vehicles on the road. The legislation is currently awaiting Senate action.
  • On October 27, 2025, Zach joined Sen. Joni Ernst and Rep. Derrick Van Orden in urging the administration to suspend or eliminate retaliatory tariffs on soybeans while also pressing for certainty around the 45Z tax credit and year-round E15.

  • Since being sworn in, Zach has completed 4 tours of all 21 counties in the Iowa Third Congressional District. 
  • He’s hosted more than 200 events, including dozens of open forums, throughout each of the 21 counties in the Third District.
  • Zach has helped more than 1,000 Iowans cut through red tape at federal agencies to access their benefits.
  • The 21st Century ROAD to Housing Act (H.R. 6644) became law on July 11, 2026. Section 503 of the law is Zach’s Rural Housing Service Reform Act, which preserves affordable rental housing for rural families.
    • The broader package also blocks large institutional investors from buying up single-family homes and repeals the federal “permanent chassis” mandate, which is estimated to reduce the cost of a new manufactured home by $5,000 to $10,000.

  • Zach is working to keep American investment and innovation here at home. He voted to strengthen Foreign Entity of Concern and Prohibited Foreign Entity rules, ensuring certain American energy tax incentives support U.S. companies rather than entities connected to foreign adversaries.

He is an original cosponsor of the Protecting U.S. Farmland and Sensitive Sites From Foreign Adversaries Act to prevent foreign adversaries like China from buying up American farmland. The Farm Bill Zach voted to pass through the House requires a national security review whenever a buyer from China tries to purchase American farmland.
  • Zach is protecting Iowa's food supply from foreign sabotage. He introduced the PLANT Act to increase the penalties for smuggling dangerous agricultural pathogens into the United States.
  • Zach is fighting for a level playing field for Iowa manufacturers. He introduced legislation to counter China's unfair trade practices, taking on the state-backed export financing Beijing uses to flood global markets and undercut American exporters.
  • Zach is working to bring down what Iowa farmers pay for inputs. He led a bipartisan push after Beijing banned exports of its own fertilizer minerals, leaving Iowa producers bidding against Communist China for American-made fertilizer.
  • Zach is delivering on national security. He passed nine provisions through the House in last year's defense bill — more than every other member of Congress outside the Armed Services Committee — including measures blocking Chinese-backed blockchain from U.S. defense systems and building a U.S.–Taiwan strategic defense technology partnership.

  • Zach is delivering Iowa-led clean water wins. He secured four Iowa water priorities in the House-passed Water Resources Development Act, including an expedited 125-acre wetland restoration at Rathbun Lake, the only water source for two treatment plants serving more than 80,000 people in southern Iowa.
  • Zach delivered $500,000 to install monitoring stations in the 18 counties that still lacked them, completing real-time flood and drought coverage across all 21 counties in Iowa's Third District.
  • Zach is putting Iowans, not Washington, in charge of cleaning up Iowa's water. His clean water amendment passed the House to create a state-led pilot program for water quality projects in watersheds impaired by nitrogen and phosphorus.
  • Zach is working to get lead out of Iowa's drinking water. He introduced legislation requiring that the $15 billion Congress set aside for lead service line replacement reach disadvantaged communities in Iowa.
  • Zach cosponsored the Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act, creating a Medicare pathway to cover blood-based tests that catch cancer early, and the Mikaela Naylon Give Kids a Chance Act, which gives the FDA authority to direct companies to test combinations of cancer drugs in pediatric trials. Both were signed into law this Congress.
  • Zach fought for a $128 million increase in federal cancer research funding.
  • Zach delivered $209 million to hospitals in Iowa through the Rural Health Transformation Fund, including $32 million for a four-county Combat Cancer Health Hub at Wayne County Hospital.

In the Iowa Legislature and in Congress, Zach has written and passed laws that protect Iowa kids and support survivors of abuse:

  • Zach voted for the Epstein Files Transparency Act to release the Epstein files. It passed the House 427–1 and was signed into law in 2025.
  • Zach voted for the TAKE IT DOWN Act, signed into law in May 2025. It makes it a federal crime to post intimate images of someone without their consent, including AI-generated deepfakes.
  • Zach helped lead the Crime Victims Fund Stabilization Act, which passed the House in January 2026, to shore up funding for the services crime victims rely on.
  • Zach introduced the bipartisan Protecting Women and Children Act to strengthen federal support for the shelters and community programs that help survivors of domestic violence and sexual abuse.
  • Zach is leading the bipartisan Tech Safety for Victims Act to help survivors of domestic violence and stalking stop abusers from using phones and other technology to track them.
  • As a member of the Iowa Senate Judiciary Committee, Zach led passage of the law creating the crime of continuous sexual abuse of a child, a felony carrying up to 50 years in prison. It was signed into law in 2020.
  • Zach led Iowa's 2017 law making it a crime to secretly place a GPS tracker on someone, which also expanded stalking law to cover abusers who use technology to track their victims.
  • Zach led House passage of the law creating Iowa's state office to combat human trafficking, signed into law in 2016.
